Procurement framework

All tenders are issued under the General Financial Rules, 2017, the relevant Manuals on Procurement issued by the Department of Expenditure, and the procurement policies notified by the Department of Higher Education, Government of Odisha. The Vigilance Cell of the University, reporting to the Registrar, oversees procurement integrity.

  • Procurements above ₹ 25,000 are routed through GeM unless an exemption is recorded under GFR Rule 173.
  • Two-bid system (technical and financial) for procurements above ₹ 10 lakh.
  • Performance Bank Guarantee where applicable, refunded on satisfactory completion.
  • Tender Acceptance Letter, Letter of Intent, and Purchase Order are issued by the Registrar after the recommendation of the Tender Committee.
